Whatcom County and City of Bellingham have both joined ICLEI, an international organization committed to the meeting the goals of the United Nations’ climate protection policies and Agenda 21.   ICLEI requires member governments to commit to global “milestones” through resolutions, ordinances and regulations.  Our taxes have been paying for this “membership” for years.   The county's first ordinance joining ICLEI can be seen here.  Ferndale and Lynden are tied-in too.

ICLEI asks local governments to not only change their own operating policies, but to also change the behavior and "footprint" of businesses and private citizens in their jurisdictions.  Bellingham and Whatcom County staff have been systematically combing through ordinances and plans to meet ICLEI milestones based on U.N.'s Intergovernmental Panel on Climate Change (IPCC).   [If you can't quite believe that local government has committed to U.N. The departments of our city and county governments have been planning and developing regulations without explaining the extent to which these are imposed to meet international goals.   Bellingham and Whatcom County are given awards for "going along."   ICLEI definitely appeals to local politicans' with an appetite to leave their mark.

Is this the first you’ve heard about all this?  Was the public "consulted" or even informed about this emissions commitment?   If all this seems safe and well intentioned, truth be told this governance is limiting personal choice, inevitably affecting individual rights one by one.  And this has been underway for a number of years.

In 2007 Whatcom County committed us, the public, to generating 10% less greenhouse gas emissions in 2020 than what we generated in 2001.  There is no question that the County Executive and Council knew what they were doing.  Read the 2007 resolution that adopted the 2020 emissions goal here.    The complete 64-page plan launched by Executive Pete Kremen can be read here.
 
The City of Bellingham has made the same commitment on its own.   The City is on the same mission, to change the way we live by whatever means possible.  If you don't think this is true, look at Page 107 of that document.   This plan addressed a lot more than 'greenhouse gas emissions' and 'climate change.'  Back in 2007 this plan suggested imposing a plastic-bag tax (prophetic, or what?).   It even says "Set VMT goal—absolute reduction/relative to population growth."   [VMT means "vehicle miles traveled" (per capita).]   How would a city impose that on the public, do you think?   Make you report your car mileage to some 'Ministry of Personal Travel,' or what?   Concepts like this do, quite literally, suggest that government should busy itself limiting personal, individual, freedom and choice -- not protect it.

Through planning and regulations, citizens are being steered to work near where they live.   We have seen a massive increase in the size and goals of the WTA, with the intent to promote behavioral change - "Make a difference wherever you go."   This is about more than transportation.   There's a lot of social engineering going on here, without the real "consent of the governed."

Our local governments are already supporting some businesses over others, not only through "incentive" programs but through favored ("green") vendor and sole-source contracts.  Large amounts of local tax money are being funneled to local chapters of national non-government organizations (NGO's)  like Sustainable Connections and ReSources ("say local, think global") that seek to bring businesses into line through mandatory membership commitments and "public-private" partnerships.

Local governments have been tied-to regional boards like the Northwest Clean Air Agency that have every intention of ratcheting back greenhouse gas (GHG) emissions to 20% of 1990 emission levels by 2050!   Think about that.   You can read more about that for yourself here.

This is not some madcap "conspiracy theory."   All this is fact.   Follow the links, and read all this material on your own.

Citizens of other cities and counties across the nation are under the same pressure to participate in ICLEI's global iniatives – and they’re beginning to demand the restoration of individual freedom while it's still possible.

Pete Kremen, the former Whatcom County Executive who's now on Whatcom County Council, insisted that ICLEI has little to do with our public business, but we've learned that ICLEI is not laying low.   In April 2011 they applied for a $325,000 grant  to expand their local efforts in 2012, from the Northwest Clean Air Agency (an "apex council").  Busy, busy bees!
